Goals and Strategies

The International Students and Programs Office's 2018-2023 Strategic Plan guides our efforts and ensures we focus on the most critical areas for new students, current students, alumni, and staff. Using a Collective Impact framework, our plan supports the UC San Diego Strategic Plan, EDI Strategic Plan, and Student Affairs and Campus Life Strategic Plan to ensure we are actively advancing our core values and commitment to a student-centered research university.

Goal 1: Advising Services​

Increase advising capacity to serve the continued growth in the international student population. ​

opportunities for all staff members.

2022 Progress Status

For Strategy 1, leverage use of technology and innovate ways to deliver student services, 13 out of 27 KPI’s have been completed. For Strategy 2, ensure adequate training and access to professional development opportunities for all staff members, 9 out of 10 KPI’s have been completed. For Strategy 3, develop agile and efficient processes to adjust to changes, 11 out of 16 KPI’s have been completed.

Goal 2: Student Experience and Engagement​

Design and implement hybrid (virtual and in-person) student experience and engagement opportunities for international undergraduate, graduate, and non-degree students to support satisfaction, retention, and time-to-degree.


Strategy #1: Engage with student organizations with large international student memberships, Associated Students, and the Graduate & Professional Student Association to implement quarterly programs to promote international students’ engagement.

Strategy #2: Develop a comprehensive evaluation plan for measuring the implementation and efficacy of ISPO retention and engagement programs.

Strategy #3: Expand program offerings in partnership with key campus stakeholders.

2022 Progress Status

For Strategy 1, engage with student organizations with large international student memberships, Associated Students, and the Graduate & Professional Student Association to implement quarterly programs to promote international students’ engagement, 5 out of 6 KPI’s have been completed. For Strategy 2, develop a comprehensive evaluation plan for measuring the implementation and efficacy of ISPO retention and engagement programs, 9 out of 13 KPI’s have been completed. For Strategy 3, expand program offerings in partnership with key campus stakeholders, 8 out of 28 KPI’s have been completed. Strategies 4, 5, and 6 are newly developed strategies.

Goal 3: Analytics

Develop and research new metrics of international student success​.

Goal 4: Compliance

Ensure that UC San Diego complies with federal agencies' (U.S. Departments of State, Homeland Security, and Labor) regulatory reporting requirements for the F-1 students and J-1 exchange visitors, thereby maintaining our students’ and their dependents’ legal status in the U.S.
